We have confirmed that all systems are back to normal with no customer impact as of 22nd August 2015 ~04:19 UTC. The issue was attributed to excessive number of calls being generated from a set of file operations. Our DevOps team has applied a mitigation in place and customers should no longer see any performance issues while accessing their account.
We understand that customers rely on VS Online as a critical service and apologize for any impact this incident caused.

We are working with our partners in Azure to investigate caching issues that are impacting the performance of our customers. Our DevOps team is looking at mitigation options actively. At this time, a subset of our customers will see longer load times or errors while trying to access their accounts.
