We’ve confirmed that all systems are back to normal as of 10/01/2015 13:40 UTC. Our logs show the incident started on 10/01/2015 11:50 UTC. We identified the cause to be due to a stored procedure consuming a lot of CPU. Telemetry shows the issue has been fully restored.
