We've confirmed that all systems are back to normal with no customer impact as of 21/01/2016 20:05 UTC. Our logs show the incident started on 20/01/2016 19:26 UTC. Customers in the South Central US region should not experience any performance issues now and they should be able to access their Visual Studio Team Services accounts seamlessly.

We are actively investigating issues where a subset of users in the South Central US region would experience lower than usual performance while accessing their Visual Studio Team Services accounts. Some customers may experience sign-in issues while accessing their account.
