We've confirmed that all systems are back to normal with no customer impact as of 02 Feb 2016 12:10 UTC. Our logs show the incident started on 02 Feb 2016 08:00 UTC. It took 4 hours 10 min to mitigate the issue.
- Root Cause: There was an issue in execution plan of a specific store proc which lead high resource consumption of our SQL Azure database. We have patched the respective stored procedure to mitigate the issue.

We are actively investigating issues with Team Foundation Service under VS Team Service. Subset of customers in West Europe region may experience slowness in accessing the VS Team Services. Initial investigation indicate, there is high load on one of our SQL Azure database causing slow performance which impacts all the accounts allocated to this database.
