This incident has been mitigated as of 19:27 UTC. This is a re-occurrence of the incident from earlier today which has impacted a subset of users hosted in South Central US region.
A bug has been identified which appears to be triggered during account restore process. This in turn poisons the job processing capability of Job Agents on that scale unit. Hosted Build heavily relies on Job Agents to be able to process it’s orchestration jobs and hence was heavily impacted.

We are actively investigating issues with Hosted Build in Visual Studio Team Services. A subset of customers hosted on South Central US region may experience delays and failures in getting their builds processed.
