We have deployed the hotfix and have validated that the issue is resolved. This issue was a result of a recent change where our backend service was unable to properly deal with empty tenant level e-mail configurations. Configurations that where in this stuck state because of this issue have processed.
Our DevOps teams have worked together in identifying the root cause of the issue & resolved the issue. At this point all customer experience has been restored. We sincerely thank you for your patience and apologize for the inconvenience this may have caused you.

We have diagnosed the issue to a recent change that was deployed on 7/13 to one of our backend services and are working on a hotfix in order to resolve the issue.

We are actively investigating issues with making configuration changes or creating new availability webtests within the Application Insights Availability tabs. Some customers may experience a delay in their web tests being created or modified.
